A metro's headway — how close together it can safely run trains — isn't a scheduling decision, it's a direct consequence of the signaling system underneath it. 2-aspect fixed block set the ceiling low; cab signaling, speed code, distance-to-go, and eventually moving block CBTC each raised it further, at the cost of more complexity in how trains and wayside systems talk to each other.
